• France 1994.  European Council of Europe.  The stamp is NOT a joint issue with Austria, but a similar stamp was issued by Austria in 1993.  It is perhaps symptomatic that the title of this work is "36 Heads", as the stamps were issued in relation to the Summit of the European Council in Vienna, 1993, involving so many bright minds of politicians ...
